TollRo 2026: Everything You Need to Know About Romania’s New Road Charging System

From 1 October 2026, Romania will introduce TollRo, the new distance-based road charging system applicable to goods transport vehicles with a maximum technically permissible laden mass (MTMA) exceeding 3.5 tonnes.

This is one of the most significant changes to Romania’s road charging system: for vehicles subject to TollRo, road charges will no longer be based on a period of use of the road network, but on the number of kilometres travelled.

The TollRo amount will depend on the distance travelled, road category, maximum technically permissible laden mass and EURO emission class of the vehicle.

What is TollRo?

TollRo is the road charge that will apply, from 1 October 2026, to vehicles designed and constructed for the transport of goods with an MTMA exceeding 3.5 tonnes, when using road sections covered by the new system.

TollRo will be collected through the Romanian Electronic Road Charging System (STRR).

The principle of the new system is simple: the amount charged is linked to the distance actually travelled, unlike the Romanian vignette (rovinieta), which is a time-based charge for using the road network.

When does TollRo come into effect?

TollRo will apply in Romania from 1 October 2026.

The date was established by Law No. 103/2026, which postponed until 1 October 2026 the deadlines provided by Law No. 226/2023 for the introduction of the new road charging system.

Therefore, the current system will continue to apply until that date, and the new road charging framework will take effect from 1 October.

Who does TollRo apply to?

TollRo applies to registered vehicles designed and constructed for the transport of goods with an MTMA exceeding 3.5 tonnes when they use the road network covered by TollRo.

For TollRo purposes, mixed-use transport vehicles are treated as goods transport vehicles.

For the purpose of determining the applicable rate, vehicles are divided into three categories:

• over 3.5 t and up to and including 7.5 t;
• over 7.5 t and under 12 t;
• 12 t or more.

Within each category, the rate also varies according to the EURO emission class.

TollRo vs. Romanian vignette: what is the difference?

From 1 October 2026, the applicable road charging system will depend on the type and weight of the vehicle.

In short, for goods transport vehicles, the 3.5-tonne threshold determines which of the two systems applies:

• up to and including 3.5 tonnes – remain under the Romanian vignette system;
• over 3.5 tonnes – are subject to TollRo.

Under TollRo, the amount paid is no longer determined by the number of days for which the right to use the road network is purchased, but by the kilometres travelled, road category and vehicle characteristics.

How is TollRo calculated?

According to Law No. 226/2023, TollRo is calculated by multiplying the unit rate by the distance travelled on a road section covered by the system.

The distance is expressed in whole kilometres.

The unit rate is determined according to:

• road category;
• maximum technically permissible laden mass (MTMA);
• EURO emission class.

The rate includes an infrastructure-use component and a component based on the external costs associated with air pollution generated by traffic.

What are the TollRo rates from 1 October 2026?

The TollRo unit rates were established by Order No. 1,925/2025 of the Minister of Transport and Infrastructure and are expressed in RON/km, VAT included.

Vehicles with MTMA > 3.5 t and ≤ 7.5 t

Vehicles with MTMA > 7.5 t and < 12 t

Vehicles with MTMA ≥ 12 t

Rates are lower for EURO VI vehicles and increase for older emission classes.

According to Order No. 1,925/2025, the rate for EURO IV and EURO V vehicles is 15% higher than the EURO VI rate, while the rate for EURO 0–III vehicles is 30% higher.

Which roads are covered by TollRo?

TollRo applies within Romania’s SETRE domain, which covers Romania’s national road network, subject to the exceptions provided by law.

The rate varies according to the road category:

• motorways and expressways;
• national roads.

For the same vehicle category and EURO class, the cost per kilometre varies according to the type of road used.

Why does the EURO class matter for TollRo?

One of the important changes introduced by TollRo is the differentiation of rates according to the vehicle’s EURO emission class.

Three rate levels are established for each weight category:

• EURO VI;
• EURO IV–V;
• EURO 0–III.

Vehicles meeting higher emission standards benefit from lower rates, while more polluting vehicles will incur a higher cost for the same distance and road category.

Through this differentiation, the new system takes into account both the use of road infrastructure and environmental impact.

How can TollRo be paid?

The legislation provides several methods for paying TollRo, depending on how the vehicle is used.

Payment can be made through:

• the service provided by a SETRo provider;
• a single-trip route ticket;
• the mobile application provided by CNAIR.

The route ticket is associated with a specific journey and must be paid before the journey is made. To issue the ticket, the journey date, origin, intermediate points and destination must be declared.

What happens to the Romanian vignette from 1 October 2026?

The introduction of TollRo does not eliminate the Romanian vignette system.

From 1 October 2026, two distinct road charging principles will apply, depending on the vehicle category:

• Romanian vignette – time-based charging for vehicles that remain under the Romanian vignette system;
• TollRo – distance-based charging for goods transport vehicles with an MTMA exceeding 3.5 tonnes.

For Romanian vignettes issued before the new system comes into effect, transitional rules are also provided by Law No. 226/2023, as amended by Law No. 103/2026.

What should transport operators know before 1 October 2026?

The transition to TollRo represents a significant change for operators using goods transport vehicles exceeding 3.5 tonnes.

Before the new system is introduced, it is useful to check:

• the maximum technically permissible laden mass of each vehicle;
• the EURO emission class stated in the vehicle documents;
• the TollRo category applicable to the vehicle;
• the routes and types of roads normally used;
• the impact of the new rates on transport costs.

This information will directly affect the TollRo amount due for journeys made after the new system comes into effect.

How is payment checked and what happens in the event of non-payment?

Correct payment of TollRo may be checked automatically through camera systems and technical equipment integrated into STRR, as well as after a vehicle is stopped, using query terminals operated by authorised personnel.

If non-payment is identified, the legislation establishes both the mechanism for recovering the TollRo amount due and the circumstances in which a contravention fine may be imposed.

The TollRo amount due and the fine are not the same thing.

From 1 October 2026, goods transport vehicles with an MTMA exceeding 3.5 tonnes will move from a time-based charging system to TollRo, a system based on the distance travelled.

The cost will be influenced by the number of kilometres travelled, road category, MTMA and EURO class of the vehicle.
