TollRo route ticket: how to buy it and what information is required
Paying TollRo does not require every vehicle to use on-board equipment permanently. For transport operators that need to make an occasional journey on the charged road network, the legislation provides an alternative: the single-journey route ticket.
The ticket is issued electronically and is associated with a specific journey. Unlike the Romanian vignette (rovinieta), it does not provide the right to use the road network for a certain number of days, but instead covers the declared route for a specific journey.
From 1 October 2026, with the introduction of TollRo, the route ticket will be one of the methods through which goods transport vehicles exceeding 3.5 tonnes can pay the road charge due for using Romania’s SETRE domain.
What is a TollRo route ticket?
The route ticket is an electronic document through which the information required to pay TollRo for a single journey is recorded in STRR.
In practice, the vehicle and the route to be travelled are declared before the journey, and TollRo is determined for that specific journey.
This is one of the key differences compared with the Romanian vignette, where the right to use the road network is linked to a validity period.
Who may find the route ticket useful?
The route ticket can be a practical solution particularly when a vehicle uses the charged road network occasionally and there is no need to use an OBE-based service permanently.
For example, it may be relevant for:
- transport operators making occasional journeys in Romania;
- vehicles that rarely travel within the SETRE domain;
- operators that do not use a SETRo service based on on-board equipment for the respective vehicle;
- specific journeys for which the route can be established before departure.
For vehicles that frequently travel on the charged road network or for routes that change often, using a SETRo service with OBE may be more suitable from an operational perspective.
Is OBE mandatory if you use a route ticket?
No.
The law provides for the route ticket as a separate method of paying TollRo.
The new system provides several payment methods, including:
- the service provided by a SETRo provider;
- the single-journey route ticket;
- the mobile application made available by CNAIR.
Therefore, the route ticket allows TollRo to be paid for the respective journey without the permanent use of OBE, provided that the applicable conditions for the ticket are met.
When must the route ticket be purchased?
The route ticket must be paid for before the journey begins.

What information is required for a route ticket?
Issuing the ticket requires the vehicle and the journey to be identified.
For the route, Law No. 226/2023 requires the following to be declared:
- the journey date;
- the point of origin;
- intermediate points;
- the destination.
In addition, the vehicle data used to determine the applicable category and rate are relevant for calculating TollRo correctly.
Before confirmation, the vehicle information should be checked carefully, particularly the registration number, MTMA and EURO class.
Why must intermediate points be declared?
TollRo is a distance-based road charge, and the rate may differ according to the road category.
For example, a journey may include:
In such a situation, the different sections may be charged at the rates applicable to each road category.
Declaring the route allows the journey for which the ticket is issued to be identified and the relevant distance for calculating TollRo to be determined.
How is the route ticket amount calculated?
The amount is not fixed.
The unit rate depends on:
- the vehicle’s weight category;
- EURO class;
- road category.
Therefore, two vehicles travelling the same route may pay different amounts.
At the same time, the same vehicle may incur different costs for two routes of the same length if the types of roads used differ.
How long is the route ticket valid?
The journey for which the ticket was issued must be made within 72 hours of the declared journey date.
After the 72-hour period has expired, the ticket is no longer valid.
This applies even if the journey:
- has not been started;
- has only been partially completed;
- has not been completed.
Can the same ticket be used for multiple journeys?
No.
The ticket is issued for a single journey.
If the vehicle makes another journey for which TollRo must be paid, the appropriate payment method must be used for that new journey.
The ticket does not work like a subscription and cannot be used for repeated journeys during the 72-hour period.
What happens if the route changes?
For a route ticket, the journey is identified by the declared information concerning the origin, intermediate points and destination.
If the planned route changes, the conditions and procedures applicable to the system through which the ticket was issued must be followed.
For this reason, the route should be established as accurately as possible before purchase.
For transport operations where routes change frequently, an OBE-based system may provide greater flexibility than purchasing a ticket for each journey.
What should be checked before purchasing the ticket?

An error in the information used to issue the ticket may cause problems when verifying whether TollRo has been paid correctly.

There is no universally better option. The choice depends on journey frequency, fleet operations and route predictability.
The route ticket is not a Romanian vignette for trucks
Although both involve paying a charge for the use of road infrastructure, the mechanisms are different.
The Romanian vignette is linked to a period of use.
The TollRo route ticket is linked to a specific journey.
For this reason, TollRo relies on information that does not define a Romanian vignette in the same way: the route, distance travelled, road categories and vehicle characteristics.

From 1 October 2026, TollRo will be available for online payment on Roviniete.ro.
For vehicles to which the Romanian vignette continues to apply, it can be purchased online through the same platform.
