How to pay TollRo online on Roviniete.ro

With the introduction of TollRo on 1 October 2026, for goods transport vehicles with a maximum technically permissible laden mass exceeding 3.5 tonnes, the road charge will no longer be linked to purchasing a Romanian vignette (rovinieta) for a specific period.

Step 2. Enter the vehicle details

Enter the information required to identify the vehicle correctly.

It is particularly important to check:

• registration number;
• MTMA;
• EURO class.

Incorrect information may result in the wrong vehicle category or applicable rate being determined.

Step 3. Declare the route

For a route ticket, the journey must be uniquely identified.

According to Law No. 226/2023, the following must be declared:

• the journey date;
• the point of origin;

The chargeable distance can be determined based on the route and the vehicle’s characteristics.

Step 4. Check the TollRo rate

TollRo does not have a fixed amount for every journey.

The route ticket is issued electronically and records in STRR the information declared for the respective journey.

How long is a TollRo route ticket valid?

The journey covered by the ticket must be made within 72 hours of the declared journey date.

Once the 72-hour period has expired, the ticket is no longer valid, even if the route:

• has not been started;
• has only been partially travelled;
• has not been completed.

This period should not be confused with the validity period of a Romanian vignette.

A TollRo route ticket is associated with a specific journey, not with a general period of road network use.

Is a route ticket mandatory for paying TollRo?

No.

The route ticket is one of the payment methods provided by law for TollRo.

Law No. 226/2023 provides for three methods:

1. payment under a contract with a SETRo provider;

3. payment through the mobile application made available by CNAIR.

For a route ticket, the journey is identified by the journey date, origin, intermediate points and destination.

For this reason, the information should be entered as carefully as possible before the ticket is issued.

The specific procedure to be followed if a journey needs to be changed will depend on the conditions applicable to the system through which the ticket was issued.

For journeys where the route may change frequently, the transport operator should consider whether payment through a SETRo service using OBE is more suitable than purchasing individual route tickets.

TollRo and the Romanian vignette are not purchased in the same way

It is important not to confuse the two systems.

The Romanian vignette is a road user charge based on a validity period.

TollRo is based on the actual distance travelled within Romania’s SETRE domain.

From 1 October 2026, goods transport vehicles with an MTMA exceeding 3.5 tonnes that fall within the scope of TollRo will move to the new distance-based system.

For the other vehicle categories to which the Romanian vignette continues to apply, it will continue to be purchased under the time-based road charging system.
