TollRo is Romania’s new road charge based on the distance travelled, applicable to goods transport vehicles with a maximum technically permissible laden mass (MTMA) exceeding 3.5 tonnes.

The charge is calculated for the distance travelled within Romania’s SETRE domain and varies according to the vehicle’s characteristics and the road category.

According to the deadline established by Law No. 103/2026, TollRo will come into effect on 1 October 2026.

For the purposes of TollRo, mixed-use transport vehicles are treated as goods transport vehicles.

No. The threshold established by law is above 3.5 tonnes. A vehicle with an MTMA of exactly 3.5 tonnes is not subject to TollRo based on this criterion.

No. TollRo applies to goods transport vehicles with an MTMA exceeding 3.5 tonnes. Passenger cars and other vehicle categories subject to the Romanian vignette will remain under the Romanian vignette system.

Vehicles are divided into three categories:

• Category I: over 3.5 t and up to and including 7.5 t;

No. The official rate schedule establishes different rates according to the vehicle category, EURO class and type of road used.

Under the rate schedule approved by Order No. 1,925/2025, the lowest rate is RON 0.08/km, VAT included, for a Category I, EURO VI vehicle travelling on a national road.

Under the same rate schedule, the highest rate is RON 0.62/km, VAT included, for a Category III, EURO III–0 vehicle travelling on motorways and expressways.

The cost depends on the vehicle and the road used. For example, for a Category III, EURO VI vehicle:

• 100 km on a motorway × RON 0.48/km = RON 48;
• 100 km on a national road × RON 0.24/km = RON 24.

Yes. Rates are differentiated for EURO VI, EURO V–IV and EURO III–0. For the same vehicle category and road type, vehicles meeting stricter emission standards benefit from lower rates.

The rate for the EURO V–IV group is set at 15% above the EURO VI rate, while the EURO III–0 rate is 30% higher.

TollRo applies within Romania’s SETRE domain, defined by law in relation to Romania’s national road network, subject to the expressly provided exceptions.

The legislation provides three main payment methods:

1. through a contract with a SETRo provider;
2. using a single-trip route ticket;
3. through the mobile application provided by CNAIR.

The law does not indicate that OBE is the only method available for paying TollRo. The legislation separately provides for the use of a route ticket or the CNAIR mobile application.

OBE – On-Board Equipment – is the on-board equipment used as part of the electronic road charging service.

No. The tachograph and OBE have different functions. The tachograph is regulated separately under transport legislation, and TollRo is not calculated using the tachograph.

The route ticket is an electronic document used to record the information required to pay TollRo for a single trip within Romania’s SETRE domain. It must be paid before the journey takes place.

The vehicle details and information required to identify the journey must be declared correctly:

• journey date;
• point of origin;
• intermediate points;
• destination.

The trip must be made within 72 hours of the declared date. After this period expires, the ticket is no longer valid.

The ticket is associated with a trip identified by its origin, intermediate points and destination. If a journey changes, the conditions applicable to the ticket and the system through which it was issued must be followed.

Yes, in the sense that the legislation provides for the route ticket as a separate payment method from the contract-based service provided by a SETRo provider. However, all conditions regarding ticket issuance, payment, route and validity must be observed.

The application uses the mobile device’s satellite positioning function to collect information about the distance travelled within Romania’s SETRE domain.

The device must be operational, connected to the internet and mobile data, and geolocation must be enabled.

If a malfunction or damage affects the proper operation of the OBE, the user must follow the procedure established by the legislation and the instructions of the SETRo provider. In this situation, travel within Romania’s SETRE domain should not continue as if the equipment were operating normally.

The SETRo provider must be notified immediately so that the equipment can be invalidated and the appropriate procedure applied.

The user must immediately notify the SETRo provider so that TollRo can be recalculated.

For SETRo users using OBE, the legislation provides for the equipment to be set to EURO 0 emission class when the emission class is not specified in the vehicle registration certificate.

Checks may be carried out automatically through camera systems and technical equipment integrated into STRR, or after the vehicle is stopped, using query terminals operated by authorised personnel.

They are technical devices used by the competent authorities during checks carried out after a vehicle has been stopped.

They are not devices that transport operators need to install in their trucks.

Not in all cases. Where non-payment is identified through an automated check, for vehicles registered in a European Union Member State, the legislation provides for an information letter to be sent.

It is the document informing the vehicle holder of the identified non-payment and the amounts that must be paid.

According to the template approved by Order No. 590/2026, the information letter is a prior notification and does not constitute a document establishing a contravention.

The statutory deadline is 72 hours from receipt of the information letter. Payment is considered completed when CNAIR’s account is credited with the amount due.

Payment made within the statutory deadline ends the non-payment and any subsequent penalties against the vehicle holder for the respective event.

Where the conditions for imposing a penalty are met, the fine is determined in relation to the TollRo amount due:

• minimum: 10 × TollRo amount due;
• maximum: 20 × TollRo amount due.

If the distance cannot be determined, the law provides for a TollRo amount due of RON 2,000. This amount applies only once within a 12-hour period.

If the case reaches the stage at which a contravention penalty is imposed, the prescribed fine is RON 5,000.

The RON 2,000 amount represents TollRo due, not a fine.

The driver receives a payment notice, and the TollRo amount due must be paid immediately using electronic means of payment.

If the driver refuses to pay, the refusal is recorded and the competent authority may proceed with establishing the contravention, imposing the fine and drawing up the official report.

No. TollRo is Romania’s road charging system. Other countries apply their own road charging systems and rules.

SETRE is the European Electronic Toll Service, equivalent to EETS. Its purpose is to facilitate interoperability between electronic road charging systems.

No. Interoperability does not mean identical rates or rules. Each country retains its own vehicle categories, charged roads, rates and conditions.

This depends on the provider’s service and the toll domains covered by the contract. The provisions concerning STRR interoperability through SETRE with the systems of other Member States will apply from 15 January 2027.
