TollRo Rates 2026: How Much Trucks Will Pay Based on Weight and EURO Class
How much will one kilometre travelled under the TollRo system actually cost? The answer is not the same for every vehicle.
From 1 October 2026, for goods transport vehicles with a maximum technically permissible laden mass (MTMA) exceeding 3.5 tonnes, the TollRo amount will be calculated according to the distance travelled. However, the rate per kilometre varies according to three important factors: the vehicle’s MTMA, EURO class and road category.
The official unit rates are established by Order No. 1,925/2025 of the Minister of Transport and Infrastructure and are expressed in RON/km, including VAT.

Rates are expressed in RON/km and include VAT.
How is the amount payable calculated?
TollRo does not have a fixed price for a day, a week or a month. The amount due is based on the actual distance travelled on the road sections covered by the system.
The distance used for the calculation is expressed in whole kilometres.
This means that before estimating the cost of a journey, you need to identify:
- the vehicle’s TollRo category;
- the EURO emission class;
- the type of road travelled;
- the number of kilometres.
How much does TollRo cost for 100 km? Calculation examples
The per-kilometre rates may appear small when considered individually. For transport operators, however, the resulting cost of a route is more relevant.
Example 1: 5-tonne vehicle, EURO VI, 100 km on a motorway
A goods transport vehicle with an MTMA of 5 tonnes falls into Category I.
For EURO VI, the rate on motorways and expressways is 0.17 RON/km.
100 km × 0.17 RON/km = 17 RON
TollRo cost for 100 km: 17 RON.
Example 2: 10-tonne truck, EURO V, 100 km on a national road
The vehicle falls into Category II, while EURO V is included in the EURO V–IV group.
The rate for national roads is 0.16 RON/km.
100 km × 0.16 RON/km = 16 RON
TollRo cost for 100 km: 16 RON.
Example 3: 18-tonne truck, EURO III, 100 km on a motorway
An 18-tonne truck falls into Category III, while EURO III is part of the EURO III–0 group.
The applicable rate on motorways and expressways is 0.62 RON/km.
100 km × 0.62 RON/km = 62 RON
TollRo cost for 100 km: 62 RON.
What if the route includes different road categories?
In practice, a journey may include both motorways or expressways and national roads.
In this case, the cost can be estimated separately for the kilometres travelled on each road category, using the rate applicable to the vehicle.
For example, for a Category III, EURO VI vehicle travelling:
- 150 km on a motorway;
- 50 km on a national road.
150 km × 0.48 RON = 72 RON
50 km × 0.24 RON = 12 RON
Estimated total TollRo cost = 84 RON
This example shows why the selected route will directly affect the estimated cost of a journey.
Why does the rate vary according to EURO class?
TollRo is also based on the “polluter pays” principle, meaning that vehicles with higher emissions are subject to higher unit rates.
For each vehicle category, the rates are divided into three groups:
- EURO VI;
- EURO V–IV;
- EURO III–0.
According to Order No. 1,925/2025:
EURO V–IV = EURO VI rate increased by 15%
EURO III–0 = EURO VI rate increased by 30%
The final values established by the Order are rounded and correspond to those shown in the official tables above.
Therefore, two vehicles with the same MTMA travelling on the same road over the same distance may incur different costs simply because they fall into different EURO classes.
How much does vehicle weight matter?
MTMA directly affects the applicable rate category.
The TollRo system uses three thresholds:
- Category I: over 3.5 t and up to and including 7.5 t;
- Category II: over 7.5 t and under 12 t;
- Category III: 12 t or more.
The differences between categories are particularly noticeable for heavier vehicles.
For example, for EURO VI on a motorway, the rate is:
- Category I – 0.17 RON/km;
- Category II – 0.29 RON/km;
- Category III – 0.48 RON/km.
For 100 km, this means:
- Category I – 17 RON;
- Category II – 29 RON;
- Category III – 48 RON.
Therefore, to estimate costs correctly, it is not enough to know that the vehicle exceeds 3.5 tonnes. The exact MTMA category must also be known.
Motorway or national road: how significant is the difference?
The road category is the third factor that directly affects the rate.
For all TollRo categories, rates for motorways and expressways are higher than those applicable to national roads.
A simple example is a Category III, EURO VI truck:
- motorway / expressway: 0.48 RON/km;
- national road: 0.24 RON/km.
Over 100 km, the difference is:
- 100 km on a motorway: 48 RON;
- 100 km on a national road: 24 RON.
However, this does not mean that a route should be selected solely on the basis of the TollRo rate. For a transport operator, the total distance, journey time, fuel consumption and operating costs of the journey also matter.
What are the lowest and highest TollRo rates?
Under the rate schedule established for 2026, the lowest rate is:
0.08 RON/km – Category I, EURO VI vehicle travelling on a national road.
At the other end of the scale:
0.62 RON/km – Category III, EURO III–0 vehicle travelling on a motorway or expressway.
For a distance of 100 km, this means a difference between 8 RON and 62 RON, depending on the vehicle and road type.
This comparison shows how significantly the TollRo cost can vary depending on the characteristics of a journey.
What does the TollRo unit rate include?
The unit rate does not represent only the physical use of the road.
According to the legislation, it includes:
- an infrastructure use charge;
- a component based on the external costs associated with traffic-related air pollution.
This is also why rates are differentiated according to EURO class.
In practice, the new system therefore combines the distance travelled with the impact of the vehicle category and its characteristics.
What should transport operators know when estimating costs?
For a fleet, TollRo will introduce a variable that must be assessed for each vehicle and each route.
Before calculating the cost of a journey, at least the following information will need to be known:
- MTMA;
- EURO class;
- estimated distance travelled on the charged road network;
- the distribution of the route between motorways/expressways and national roads.
Applying a single average rate to an entire fleet may result in inaccurate estimates, particularly when vehicles fall into different weight categories or EURO classes.
For companies with large fleets, the impact becomes easier to observe across high kilometre volumes rather than at the level of a single journey.
In short: what determines the TollRo cost?
There is no single “TollRo price”.
For each journey, the cost results from the combination of distance travelled + MTMA + EURO class + road category.
Unit rates start at 0.08 RON/km and reach up to 0.62 RON/km, including VAT, according to the official rate schedule in force as of the date this article was updated.
