TollRo for transport operators: what you need to know before 1 october 2026

For transport companies, the transition to TollRo does not simply mean replacing one road charge with another. From 1 October 2026, the cost of using the road network for goods transport vehicles exceeding 3.5 tonnes will be directly linked to the kilometres travelled and the characteristics of each vehicle.

This changes the way journeys need to be monitored, costs estimated and fleet vehicles managed.

For transport operators, preparation can begin before the system is actually launched. The most important information has already been established by law: which vehicles are subject to TollRo, how they are classified, what affects the rate, which roads are covered by the system and which payment methods are provided for.

1. Identify the vehicles in your fleet that are subject to TollRo

The first step is to separate the vehicles that will switch to TollRo from those that will remain under the road charging system based on the Romanian vignette (rovinieta).

TollRo applies to registered vehicles designed and constructed for the transport of goods with an MTMA exceeding 3.5 tonnes when they use Romania’s SETRE domain.

Mixed-use transport vehicles are also treated as goods transport vehicles under this system.

For a fleet, the check should be carried out vehicle by vehicle, not only according to the commercial vehicle type or its usual use.

Checklist for each vehicle

  • registration number;
  • vehicle category;
  • maximum technically permissible laden mass (MTMA);
  • EURO class;
  • data recorded in the vehicle registration certificate.

This information is important both for classifying the vehicle and for determining the applicable rate.

2. Determine the TollRo category for each truck

Vehicles subject to TollRo are divided into three weight categories:

Category I

MTMA exceeding 3.5 tonnes and less than or equal to 7.5 tonnes.

Category II

MTMA exceeding 7.5 tonnes and less than 12 tonnes.

Category III

MTMA greater than or equal to 12 tonnes.

The classification must be based on the MTMA recorded in the vehicle documents.

This classification is important because the weight category directly affects the unit rate per kilometre.

3. Check the EURO class as well

After MTMA, the second factor that needs to be checked for each vehicle is the EURO emission class.

  • EURO VI;
  • EURO V–IV;
  • EURO III–0.

EURO V–IV → +15% compared with the EURO VI rate

EURO III–0 → +30% compared with the EURO VI rate

For a company operating vehicles from different generations, the composition of the fleet will therefore directly affect the total TollRo cost.

4. Do not calculate costs using a single rate/km for the entire fleet

TollRo does not have a single rate.

TollRo = unit rate × distance travelled

The unit rate is influenced by MTMA, EURO class and road category.

The rates established for 2026 range from 0.08 RON/km to 0.62 RON/km, including VAT, depending on the combination of these criteria.

For budgeting and journey cost calculations, it is more useful to group vehicles according to:

TollRo category → EURO class → types of routes frequently used

5. Analyse routes, not just the total number of kilometres

TollRo applies to kilometres travelled within Romania’s SETRE domain, and the rate differs between motorways and expressways and national roads.

In addition, certain road sections are excluded from Romania’s SETRE domain, while county and local roads are not part of this domain.

For transport operators, analysing frequently used routes therefore becomes useful.

However, the road charge is only one component of a journey. Route selection should also take into account travel time, fuel consumption, total distance and other operating costs.

6. Include TollRo in the cost calculation for each journey

A simplified calculation can start with:

vehicle → route → TollRo kilometres → rate/km → TollRo cost

For example, for a Category III, EURO VI truck:

  • 300 km on a motorway × 0.48 RON/km = 144 RON;
  • 100 km on a national road × 0.24 RON/km = 24 RON.

Estimated TollRo cost: 168 RON

7. Choose the appropriate method of use and payment

The law provides for several methods of paying TollRo.

Contract with a SETRo provider

The user may enter into a contract with a SETRo provider for electronic road charging services.

This option is particularly relevant for operators that frequently use Romania’s SETRE domain and for fleets with regular activity.

Route ticket

TollRo can also be paid using a single-journey route ticket issued through IT applications interconnected with STRR.

The ticket must be paid for before the journey begins.

For the ticket to be issued and used correctly, the following information must be declared accurately:

  • vehicle details;
  • journey date;
  • point of origin;
  • intermediate points;
  • destination.

The route must be used within 72 hours of the declared date.

After this period expires, the ticket is no longer valid, regardless of whether the route has been travelled in full or only partially.

CNAIR mobile application

The law also provides for the possibility of paying TollRo through a mobile application made available free of charge by CNAIR.

For the application to function correctly, the mobile device must be operational, connected to the internet and mobile data, and have geolocation enabled while using Romania’s SETRE domain.

8. If you use OBE, internal procedures become important

When using on-board equipment, installing the equipment alone is not sufficient.

In the event of a malfunction or damage affecting the operation of the equipment, the user must follow the provider’s procedure.

If the OBE is stolen, lost or destroyed, the provider must be notified so that the equipment can be invalidated.

If an error in the data declared in the OBE settings is identified after a journey has been completed, the user must notify the provider so that TollRo can be recalculated.

A simple internal procedure should establish:

  • who checks the vehicle data;
  • who manages the OBE equipment;
  • what the driver should do if the equipment does not work;
  • who should be notified in the event of loss or malfunction;
  • who checks for any errors after the journey.

9. Vehicle data must be declared correctly

Regardless of the method used, the accuracy of vehicle data is essential.

MTMA and EURO class are parameters used to determine the rate.

For companies operating large fleets, preparing an internal database before launch can simplify the process.

10. Check what happens to existing Romanian vignettes

Law No. 103/2026 provides that, from 1 October 2026, Romanian vignettes issued under the previous system will cease to be valid, except for those issued for the vehicles referred to in Article 4(1) of Law No. 226/2023, which remain valid until their expiry date.

For transport operators that have purchased Romanian vignettes with validity extending beyond this date, it is important to check the situation of each vehicle.

11. For international journeys, check road charging country by country

TollRo applies in Romania.

When leaving the country, the transport operator becomes subject to the road charging rules of the country being travelled through.

12. Prepare drivers as well, not just the administrative department

For a transport company, TollRo compliance is not solely a matter for accounting or fleet management.

The driver may have a direct role in using the system correctly, particularly when:

  • OBE is used;
  • the journey is based on a route ticket;
  • the mobile application is used;
  • a technical malfunction occurs;
  • the route changes;
  • a problem needs to be reported.

The driver should know which system the vehicle uses, what needs to be checked before departure and which procedure to follow if a problem occurs.

TollRo checklist for transport operators

  • identify all vehicles exceeding 3.5 tonnes that are subject to TollRo;
  • check the MTMA of each vehicle;
  • check the EURO class;
  • classify each vehicle under Category I, II or III;
  • compile the routes used frequently;
  • estimate the kilometres travelled on motorways, expressways and national roads;
  • simulate the TollRo cost for regular journeys;
  • determine the appropriate method of use and payment;
  • prepare procedures for OBE, if it will be used;
  • inform drivers;
  • check the status of existing Romanian vignettes;
  • update the method used to calculate the cost of a journey.

The larger and more diverse the fleet, the more important this preparation becomes.

What actually changes for transport operators?

Until now: cost linked mainly to the period for which the Romanian vignette was purchased.

From 1 October 2026: cost linked to the kilometres travelled, vehicle category, EURO class and road category.

For transport operators, this change means that the road charge becomes a more direct component of the cost of each journey.

For this reason, preparation should not begin on the day the system is launched, but by organising fleet and route data in advance.
