From 1 October 2026, TollRo Will Be Available for Payment on Roviniete.ro
From 1 October 2026, Romania’s road charging system will change for goods transport vehicles with a maximum technically permissible laden mass (MTMA) exceeding 3.5 tonnes. These vehicles will be subject to TollRo, the distance-based road charging system.
Also from 1 October 2026, TollRo will be available for payment on Roviniete.ro.
This means that transport operators will be able to access both the new TollRo service and the Romanian vignette (rovinieta) for the vehicle categories for which it remains applicable through the same platform.
Pay TollRo on Roviniete.ro
With the introduction of the new system, Roviniete.ro will provide transport operators with an online TollRo payment service.
For goods transport vehicles with an MTMA exceeding 3.5 tonnes, the charge will no longer be determined according to a validity period, as is the case with the Romanian vignette, but according to the distance travelled.
The TollRo amount will be influenced by:
- the distance travelled;
- the vehicle category, determined according to MTMA;
- the EURO emission class;
- the category of road used.
In practice, the amount due will be determined according to how far the vehicle travels, the category of road used and the vehicle’s characteristics.
Who does TollRo apply to from 1 October 2026?
TollRo applies to registered vehicles designed and constructed for the transport of goods with an MTMA exceeding 3.5 tonnes.
Mixed-use transport vehicles are treated as goods transport vehicles for the purposes of the TollRo system.
According to their MTMA, vehicles subject to TollRo are divided into three categories:

| Category I | > 3.5 t and ≤ 7.5 t |
| Category II | > 7.5 t and < 12 t |
| Category III | ≥ 12 t |
Passenger cars, goods transport vehicles with an MTMA of up to 3.5 tonnes and vehicles intended for passenger transport will not switch to TollRo. The Romanian vignette system will continue to apply to these vehicles under the conditions established by law.
How is TollRo calculated?
Unlike the Romanian vignette, TollRo is calculated according to the distance travelled.
TollRo = unit rate × distance travelled
The unit rate is expressed in RON/km and depends on:
1. Vehicle MTMA
This determines the TollRo category into which the vehicle falls.
2. EURO emission class
Vehicles are charged differently according to their emission class.
3. Road category
Rates for motorways and expressways differ from those applicable to national roads.
In this way, the TollRo amount is linked both to the actual use of the road infrastructure and to the vehicle’s characteristics.
What should you know before paying TollRo?
To determine the correct charge, information about the vehicle and the journey must be entered correctly.
Depending on the payment method used, information such as the following may be required:
- vehicle identification details;
- MTMA;
- EURO emission class;
- journey date;
- point of departure;
- destination;
- intermediate points along the route, where applicable.
This information is used to identify the vehicle category and determine the TollRo amount applicable to the journey.
Route ticket for individual journeys
For a specific journey, TollRo can be paid using a route ticket.
The ticket is issued based on information about the vehicle and the declared route and must be purchased before the journey begins on the road network subject to TollRo.
The route ticket can be used within 72 hours of the declared journey start date. Once this period expires, the ticket is no longer valid, even if the declared route has not been travelled in full or the ticket has not been used.
It is therefore important that the vehicle details and route information are declared correctly.
Which roads are covered by TollRo?
TollRo applies within Romania’s SETRE domain, represented by the national road network, subject to the exceptions provided by law.
The system covers:
- motorways;
- expressways;
- national roads subject to road charging.
According to the legislation, sections of national roads located within the built-up areas of municipalities, between the municipality entry and exit signs, are excluded from Romania’s SETRE domain.
The road category is also relevant to the TollRo calculation because the unit rate for motorways and expressways differs from the rate applicable to national roads.
TollRo and the Romanian vignette: two systems, one place
The introduction of TollRo does not mean that the Romanian vignette will be eliminated.
From 1 October 2026, the two systems will operate in parallel:
- TollRo – for goods transport vehicles with an MTMA > 3.5 tonnes;
- Romanian vignette – for the vehicle categories for which it remains applicable.
On Roviniete.ro, users will be able to access the service applicable to their vehicle.

From 1 October 2026, transport operators will be able to pay TollRo through Roviniete.ro, alongside the services already available on the platform.
