TollRo and Rovinieta on Roviniete.ro from 1 October 2026

From 1 October 2026, TollRo and rovinieta will be available for online purchase through Roviniete.ro , depending on the vehicle category.

Bucharest, 8 September 2026 – From 1 October 2026, users of Roviniete.ro will be able to purchase TollRo, Romania’s new distance-based road charging system, alongside rovinieta, the time-based road charging system.

The two road charging systems will therefore be available in one place, Roviniete.ro, depending on the vehicle category and intended use.

TollRo: who it applies to and how it is calculated

From 1 October 2026, TollRo will apply to vehicles designed and constructed for the transport of goods with a maximum technically permissible laden mass (MTMA) exceeding 3.5 tonnes.

TollRo is a road charging system based on the distance actually travelled. The amount due is calculated according to:

  • the number of kilometres travelled;
  • the vehicle category and MTMA;
  • the EURO emission class;
  • the road category used.
TollRo = distance travelled × applicable unit rate

The unit rate is expressed in RON/km and varies according to the vehicle characteristics and the road category used.

Rovinieta: who it applies to and how the rate is determined

For motor vehicles with an MTMA of up to 3.5 tonnes, such as passenger cars, as well as vehicles intended for passenger transport, such as buses, rovinieta remains the applicable road charging system.

Unlike TollRo, rovinieta is not calculated according to the number of kilometres travelled. It is a road charge associated with a validity period.

The rovinieta rate is determined according to:

  • the vehicle category;
  • the validity period;
  • the EURO emission class, in accordance with the applicable framework.

TollRo and rovinieta therefore operate according to two different charging principles: TollRo is based on the distance travelled, while rovinieta is based on a validity period.

By integrating TollRo, Roviniete.ro is expanding its road charging and mobility services, allowing users to identify and purchase the product applicable to their vehicle category.

From 1 October, both transport operators subject to TollRo and users for whom rovinieta remains applicable will be able to find the necessary information and services on the same platform.
